explain the theft of secret papers?)

How does Jeff's cap appear in front of the cave? When the Five first entered
it, Jeff has already been captured and hidden inside, and hasn't moved
out in the meanwhile - and why should the kidnappers take the cap with
them?
After being rescued, Jeff calls for the ordinary police; he should have
called the MPs, the normal police isn't responsible any longer!
